chore(misc): fix npm version badge in generated readme files (#30996)

This PR fixes the badge on package readmes, e.g.
https://www.npmjs.com/package/nx.

It currently shows the latest for `@nrwl/workspace`, which is `19.8.4`,
but we should show the latest nx (`20.8.1`).
