fix(core): do not depend on ci info crate (#28850)

This starts the database using the unix dotfile... which causes issues ## Expected Behavior <!-- This is the behavior we should expect with the changes in this PR --> The ci info rust crate is not used, we have our own logic which is identical to the JS logic we have. ## Related Issue(s) <!-- Please link the issue being fixed so it gets closed when this is merged. --> Fixes #
