Currently, the default for remotes is to server them as development.
Which means a separate node process for each remote that is inside the
workspace.

This does not scale well and can lead to out of memory exceptions.

Remotes will start as static by default, which allows for better scaling
as the remotes increase.

feat(angular): deprecate data persistence operators (#27401)
- Deprecate the `@nx/angular` data persistence operators in favor of
importing them from `@ngrx/router-store/data-persistence`. The operator
will be removed from the `@nx/angular` package in Nx v21.

## Current Behavior
The only method available to manage remotes is `setRemoteDefinitions`
method, that overwrite the previous state, as expected. The problem is
that in some cases, when it needed to add more remotes dynamically, this
API replace it current state, removing the previous remotes.

## Expected Behavior
Expose a new API called `setRemoteDefinition(remoteName: string,
remoteUrl: string)` that adds or replace a new remote definition in the
remotes map, without overwrite the remotes map.

feat(module-federation): improve console output for remote build errors (#26711)
## Current Behavior
When running `nx serve` for a module federation application, if one of
the static remotes fail you get output that looks as such

The cause of the failure is not immediately obvious. The output is
cryptic and seems like a fatal error occurred, not one from the project
source code. The failure could happen for many reasons such as updating
a package that is not compatible with all remotes.

## Expected Behavior
With the changes proposed in this PR, we get a much more improved output
that's easier to read and much more obvious what happened in the project
source code.

1. Replace the `throw` statement with a promise rejection which outputs
a clean Nx Error
2. When an error is detected from webpack, output that snippet directly
into the console. No need to open and scroll through the entire log file
searching for the error.

fix(module-federation): do not cache assets from static serve (#27005)
We're currently caching files for an hour when serving the host with
static remotes. This PR fixes the issue by setting `cacheSeconds: -1` on
the static server (disables cache).

This affects development only.

Remotes that are served for a host are usually served from a single file
server running on a single port.
We perform some mapping logic during the build of the host application
to update the locations the remotes can be found at to point to the
single file server.

This works, but it's also wrong, as it breaks the flow that users
expect.
It also breaks dynamic remotes.

Continue to serve the remotes from a single file server, as this helps
reduce the amount of resources used on developers machines.
Use express to create proxy servers that will proxy requests from the
original remote location to the single file server.

This allows applications to continue to work without us having to
interfere and map any remote locations.
It also solves the issue with dynamic remotes.

fix(module-federation): Throw an error if remote is invalid (#23100)
If you are generating a remote using `--dynamic` either by using the
`host` generator or the `remote` generator we now check to ensure that
the remote name is a valid JavaScript variable.

If this is not done the app with be invalid and unable to be ran or
bundled.

## Current Behavior

The configuration of the served MFE always passed to the remotes. If a
new configuration is needed to skip one remote (e.g.
`serve:skip-remote1`) but `remote2` then a configuration called
`skip-remote1` is needed in the `remote2`.

## Expected Behavior

Add an ability to override the configuration and the empty
configurations in the remotes can be deleted.

feat(misc): v19 cleanup for Nx plugins (#23104)
This PR removes deprecated code that's been slated for removal in Nx 19
- mentioned as `TODO(v19)` comments.

## Breaking Changes

- **CNW:** `create-nx-workspace` no longer support `--preset=empty` and
`--preset=core`, use `--preset=apps` and `--preset=npm` respectively.
Deprecated in Nx 15.9.
- **Next.js:** `NX_` environment variables are no longer bundled into
Next.js apps, use `NEXT_PUBLIC` instead. Deprecated in Nx 16.8.
- **Webpack, Storybook, Esbuild:** `NX_` environment variables are no
longer bundled into browser bundles, use `NX_PUBLIC` instead. This
removes the possibility of intentional bundling of `NX_` variables.
Deprecated in Nx 18.
- **Cypress:** `cypressComponentConfiguration` generator removed from
`@nx/cypress`, use `configurationGenerator`instead. Deprecated in Nx
16.8.
- **Cypress:** `cypressProjectGenerator` generator removed from
`@nx/cypress`, use `configurationGenerator` instead. Deprecated in Nx
15.9.
- **Expo:** `withNxWebpack` removed from `@nx/expo`, use [metro
bundler](https://docs.expo.dev/guides/customizing-metro/)
(https://docs.expo.dev/guides/customizing-metro/) in app.json instead.
There is a migration to handle this in Nx 19. Deprecated in Nx 15.8.

## Deferred to v20

- **JS:** `classProperties.loose` option removed from `@nx/js/babel`
preset, use `loose` instead. Deprecated in Nx 17.0.
- **ESLint:** Low priority task to "deviations from
@typescript-eslint/recommended" for our lint rules. @JamesHenry will
look at this later before Nx 20, but it is unimportant.
- **React:** component testing does not work with Project Crystal, and
we need the executor + built-in webpack configs to run CT. Will do a
follow-up on this after Nx 19 release. Related issue:
https://github.com/nrwl/nx/issues/21546
- **Next.js:** `withStylus` removal from `@nx/next`, use SASS instead.
It hasn't worked, but we kept the file to throw an error when used.
Deprecated in Nx 17.0.
- **Next.js**: `@nx/next:component` and `@nx/next:page` generators to
not derive the `components` and `app`/`pages` directory. Use `nx g
@nx/next:component apps/myapp/components/button` instead. Deprecated in
Nx 17.0.
- **Webpack:** `isolatedConfig` option removal from
`@nx/webpack:webpack` executor. There is a migration to handle this in
Nx 19. Deprecated in in Nx 17.2.
- **Angular:** `executeWebpackDevServerBuilder` removal from
`@nx/angular/executors`, use `executeDevServerBuilder` instead.
Deprecated in Nx 17.0.

## Current Behavior

`forEachExecutorOptions` will not run the callback if `target.options`
is undefined.
This means that even if a target exists with an executor, the target is
not being processed if it does not have `options`.

## Expected Behavior

Run the callback anyway even if `target.options` is undefined
