Adds a tutorial project under nx-dev
The tutorials are run in browser and can be accessed here:

The tutorials include:

- Angular Monorepo
In the future, we will link directly from the sidebar to the in-browser

ViewOnGraph button doesn't work until you open the accordion
## Expected Behavior
ViewOnGraph button should direct to graph without the need to open the
accordion first.
I believe it's better from the UX prespective that user shouldn't click
twice on the same button to fire its action.

This PR removes the `@nrwl/*` packages. Also cleans up references to the
legacy packages.
NOTE: The rescope page is now under `/deprecated/rescope`. There is
still >1000K monthly traffic to it, which might be due to older Nx
users.

we have fully isolated graph & error components with a good api but no
way to access them directly from the outside (in console).
This PR adds two functions to the window object so that we can render
the PDV directly instead of needing the entire app with routing and
everything.

The help tooltip for an example using `args` is misleading. It states
that `args` are CLI positional arguments, but they can also be CLI
flags.
Additionally, the fallback example shows an example using `options`,
which has a few caveats.

The fallback example should show only an example using `args` to reduce
the likelihood of users bumping into any of the caveats of using
`options`, which could be frustrating.
Note: a separate change to the docs will be made to explicitly call out
these caveats. Users would still be able to use `options`, but it
shouldn't be the recommended way of providing args unless they are well
aware of the caveats.

This PR adds help text for each inferred target that provides
`metadata.help.command`. To pass options/args to the target, users are
directed to open `project.json` and copy the values from `--help` output
into `options` property of the target.
To display the options help section, the inferred target must provide
metadata as follows:

The `help.command` value will be used to retrieve help text for the
underlying CLI (e.g. `jest --help`). The `help.example` property
contains sample options and args that users can add to their
`project.json` file -- currently rendered in the hover tooltip of
`project.json` hint text.

This PR:
1. fixes `@nx/vite/plugin` so that it infers the correct `projectType`
2. changes the default `package-json-workspaces` plugin such that
`projectType` is not inferred is `appsDir` and `libsDir` are not set
3. Update PDV to look for the normalized `type` property on projects if
`projectType` is missing (due to no longer being inferred by any
plugin).
