In Rollup rollup-plugin-postcss has option of 
named extracted css file which can be utilized 
by just passing a string to extractCss option.
This does not affect existing functionality.

I tried omitting the flag and everything seemed to work fine.
if yarn2 needs this, it should be clarified which version  that it is talking about
