Adds nx.json file and installs nx if not installed already

## Usage

```bash
nx init
```

[Install `nx` globally](/getting-started/nx-setup#install-nx) to invoke the command directly using `nx`, or use `npx nx`, `yarn nx`, or `pnpx nx`.
