feat(nuxt): enable continuous tasks (#30925 )

## Current Behavior
The tasks inferred by the `@nx/nuxt/plugin` do not set `continuous:true`
for serve-like tasks.

## Expected Behavior
The tasks should be correctly inferred with `continuous:true`.
