fix(nx-plugin): allow create-package without e2eProject (#27572) ...

Current behavior:
`nx g create-package create-my-plugin --project my-plugin` fails because
`e2eProject` defaults to the root project.

Expected behavior:
`nx g create-package create-my-plugin --project my-plugin` succeeds.
