zstadler e8bf4aa94a Update makefile for hierarchical area names (#1009) ...

- Use `find` instead of `wildcard` to detect existing `.osm.pbf` files
- Use `patsubst` to extract an `area` from a filename
- Clarify messssage, especially for errors
